Conservancy Charges Rebate 2024 – Who are eligible to receive the payment?

The Ministry of Finance (MOF) declared on December 29, 2023, that around 950,000 Singaporean households residing in HDB apartments will be eligible for U-Save rebates and Service and Conservancy Charges (S&CC) reimbursements starting in January 2024.

In January 2024, about 950,000 Singaporean households residing in HDB apartments would obtain refunds to assist in covering the goods and services tax (GST) and offer lower- to middle-class households support for their cost of living. 

The fourth and last quarterly payment for the fiscal year 2023 will be made in the form of U-Save and Service and Conservancy Charges (S&CC) rebates, which will be distributed in January 2024. 

A $0.8 billion addition to the Assurance Package (AP) is part of the $1.1 billion Cost-of-Living Support Package, which MOF announced on September 28, 2023, with the goal of “providing more relief for Singaporean households, primarily lower- to middle-income families.”

A short while later, on December 29, 2023, MOF declared rebates for S&CC and U-Save to begin in January 2024. These refunds are provided by the permanent GST Voucher (GSTV) program and the AP. 

A 0.5% S&CC rebate is available to qualified households residing in HDB flats with up to five rooms, based on the January 2024 S&CC rebate rates. A 0.5% S&CC rebate is available to owners of executive apartments and 3Gen flats. The S&CC accounts of householders with their local town councils will get direct credit for these refunds.

A half-monthly service and conservation charges (S&CC)rebate is given to 950,000 Housing & Development Board (HDB) residents as part of the support package. 

As of 2023, around 80% of Singaporeans reside in HDB flats, and public housing units provided by the HDB, with 90% being occupant-owned. The eligibility for rebate charges is given below.

  • Singaporean homes, meaning that the apartment is occupied by at least one Singapore Citizen lessee or authorised occupier.
  • Tenants or necessary occupants who do not possess or harbour any stake in privately owned residential, commercial, or industrial real estate (including commercial and industrial assets owned by HDB).
  • As a corporate entity, I own the HDB apartment.
  • Give the corporate entity the HDB apartment.
  • Keep the house vacant.
  • Owners of apartments who haven’t rented out their whole unit

What’s included in Conservancy Charges Rebate 2024?

The common property in Jurong-Clementi Town is maintained and cared for by the monthly Service & Conservancy Charges (S&CC). Among these services are the following:

  • Providing necessary upkeep and repairs for water pumps, switchrooms, lighting, lift Rescue services, and lifts.
  • Cleaning and conservatory projects.
  • Gardening and landscaping projects.
  • Routine and preventive maintenance, such as painting and roofing repairs.
  • Replacement of water pipelines and automatic garbage chute-flushing devices.

Where I Need to Pay My Conservancy Charges Rebate 2024?

The penalty for failing to pay HDB conservancy charges, which range from $0.50 for one-room flats to $7 for deluxe apartments, is assessed after the first day of every month if you do not pay timely. The following are the available payment methods for S&CC 2024.
